Record the apdex success rate for puma

We're already trying to use this for recording resulting ratios in !3345 (merged). But the source metric is currently missing.

This adds the gitlab:component:feature_category:execution:apdex:success:rate_<interval> metrics for puma.

Which we'll need for error budget calculation in gitlab-com/gl-infra&437 (closed)
