WIP: Allow stage groups to specify alerts

This came up in gitlab-org/gitlab#321860 (closed).

The idea is to give stage groups a place they can define alerts.

Adding alerts there, will add panels to their dashboard, and would also create an alert that notifies them on Slack. Where should that alert go? Should that be something along the lines of #feed_alers_<groupname>?
