Add error rates for Rails services (api, git, and web)

This adds error rates from Puma to the error budgets dashboard. It is not fast right now because the recording rules are not in place (see comments).

Initially I've just added a 'Sidekiq' header for the existing dashboard, then these services below that with their own headers:
