Add tooling links to service overview dashboards for Stackdriver Logs for Google Loadbalancer, Cloud SQL, GKE

This change adds tooling links to precanned queries for Stackdriver for the following Google services:

  1. Cloud SQL
  2. GKE Container Logs
  3. Google Load Balancer (access logs + error logs)
