Disable anomaly ops rate detection for pages service

The pages service is simply a front-end haproxy in front of web-pages (and also very confusingly named!)

Currently both have anomaly detection for operation rate anomalies. However, since both reference the same traffic, they always fire together.

For this reason, I'm disabling anomaly detection for the pages service, leaving it on the web-pages services.
