Redis services: add rails_redis_client apdex
Part of gitlab-com/gl-infra/scalability#439
This expands the rails_redis_client components of the three redis services with an apdex based on the new gitlab_redis_client_requests_duration_seconds_bucket metric.
Not much too see in the playground dashboard previews. Example:
