Make disk-full-soon trend-based alerts less twitchy for sidekiq-export

With the recent removal of NFS, exports now to go the (enlarged) root filesystem and large ones regularly trigger this alert before clearing up. By making the window longer, we require a more sustained trend, which empirically should not alert on normal exports operating within the constraints. Other alerts will still get us time if the disk truly comes close to filling up
