test a watch in staging

  • move managed objects into separate directories per cluster
  • start managing config for the nonprod cluster
  • adjust ci config as needed
  • move docs above clusters dirs
  • add more functions to the lib shell script
  • add a watch for redacted results in gstg

CI vars will be adjusted (ES_URL will be renamed to ES_LOG_URL; ES_NONPROD_URL will be added with creds for an account with limited permissions) after this MR is reviewed and before it's merged to master

the nonprod upload script was tested and the watcher was tested as well
