lower gitaly SLO threshold

The purpose of this change is to lower the threshold so that we are not paged constantly, while the investigation takes place. After the underlying problem is addressed this threshold should be changed to its original value: https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8398
