fix: update min step and legend placement in pipeline observability

Summary

Changes:

  • Set min step to 10m for "Job pickup rate" and "🏃‍♂️ Jobs failure rate" panels — adds interval='10m' to all targets in both panels, smoothing out noisy short-interval data
  • Move legend to bottom for "Job processing throughput — pickup rate" panel — changes legend_rightSide from true to false for better readability
