Update test-governance key metrics dashboard

Update test governance key metrics dashboard:

  • Switch from average duration to p80 duration
  • Add per tier duration breakdown and ensure aligned filter conditions
  • Remove duplicate tags for the dashboard
  • Remove some of the unnecessary inputs to barChart function
