De-duplicate patroni saturation alerting and move patroni-sec DB alerts to AST slack channel

Mirrors the approach in !9886 (merged) by creating a dedicated rules file for patroni-sec DB saturation-style alerts and routing them to the AST team slack channel.

Changes:

  • Add team mapping for ast -> g_srm_security_infrastructure
  • Add patroni-sec DB alert rules with team: ast
