feat(404 Checker): Add the ability to create an issue and a slack message with the list of broken links

Step 1: What is changing in this MR?

  • Added the ability to create an issue in GitLab with the list of broken links to be addressed in the upcoming iteration from the time the job is executed.
  • A new slack message is sent to the "#dex-alerts" channel with the link to the created issued.

Results can be seen in this slack message
