  • Adds collapsible accordion component to the What's New sign-up section
  • Populates accordion with Agenda, Speakers, and Code of Conduct for GitLab Transcend
  • Updates sign-up body copy to be evergreen (removes specific June 10 date reference)

Test plan

  • Verify accordion items expand/collapse correctly on the What's New page
  • Check mobile layout renders correctly
  • Confirm sign-up form still works alongside accordion
