Clarify Free and Premium/Ultimate storage options

1. Change Summary

As discussed in https://gitlab.com/gitlab-org/gitlab/-/issues/424043#note_2862012024, clarify the descriptions of the storage options available to Free and Paid users. In particular, allow for the fact that only Free users have the option to purchase storage add-ons, with Paid users having unlimited namespace storage, and with the 500GiB max project size applying to all users.
