Add terminology_artifacts: iteration 1 outputs from EN baseline extraction

What this MR adds

Temporary folder terminology_artifacts/ to share the outputs from iteration 1 of the EN baseline term extraction pipeline, tracked in Create EN baseline terms for tech docs (#916 - closed).

This folder is not intended to be permanent. It exists so the team can review the files.

Each entry includes a conceptDefinition brief written to guide translators and LLMs, plus a usage example note taken directly from the source file. FR translations are included. One forbidden FR variant (conflit de fusion) is explicitly marked as forbidden based on Quickterm, where conflit de merge is the Preferred entry.

The TBX was imported into a Phrase term base and tested in the Phrase CAT editor. Term hits are highlighted in source segments, the brief is displayed in the Term details panel, and the forbidden variant shows with strikethrough.
