Updating the Privacy Review Template to Include Tech Stack Check for Processing Customer Data Field

The Tech Stack handbook page references that Legal should be populating the field processing_customer_data. I thought updating this template might be a good way to increase the likelihood that this field is populated on the front end. Currently, this field is only populated for 9 out of 203 systems.
