Schedule deploys and announce outages
This is something I know many people have asked about internally at GitLab, and it is also feedback we see from users of GitLab.com.
Not knowing when downtime will occur can be disruptive to workflows, and scare people away from relying on GitLab.com for their team work.
Can we schedule deploys and/or give users a warning say 12 hrs in advance or more? Through twitter, through email if they signed up for that, and so forth.

Make banner that can be displayed on GitLab.com to warn of upcoming known or possible outage -
Add to release manager and infra workflows to tweet when the banner goes up -
Tweet right before and right after outage as usual -
Take banner down as part of outage work.
