feat: Deploy secret-matcher to video-scanner-live in CI, gracefully handle unsupported file content

This MR allows secret matcher to be deployed to video scanner live through a manual CI job.

I'm adding a fix that should resolve the error we saw in video-scanner-updates.

The MR also amends the Changelog, which was missing details since 1.1.0-alpha.5.
