Add RFI and Recommendations template

Chris Moberly requested to merge rfi-and-recs-templates into main

This MR adds two tempaltes:

  • RFI: Other team members can use this to request information
  • Recommendation: Our TI team will use this template when create intelligence-drive recommendations

The intent of both templates is to ensure consistency.
