Add a new category for runway projects

Philippe Lafoucrière requested to merge add_runway_category into main

Runway projects are specific to https://docs.runway.gitlab.com/ They present a configuration to be used by runway to deploy a service. While we don't have any policy at this time for these projects, it's interesting to be able to recognize them among all others.
