Extend woodhouse with ability to add labels to incident issues on incident creation

closes: https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/13959

adds labels block to the incident modal, for now it's populated only with deployment-related label but the list can be expanded in the future

Deployed and tested in staging: woodhouse-integration-test#80 (closed)
