Add delay to relabeling closed active incidents

What

Adding a delay of 10 days since last update before marking incidents Resolved when they are closed and Active or Mitigated

Why

Based on this conversation delivery#21078 (closed) it seems that the best solution is to add a delay so the bots stop fighting over this label.

We want this functionality to be more of housekeeping in case something gets missed. Not as part of the regular workflow
