Add triage rule for prod eng team labels

What

This adds a triage rule to comment on new production engineering issues that do not have a team label. (take two of !279 (merged)).

Why

To help reduce the amount of manual triaging for incoming production engineering issues.

Testing

There are no issues that currently apply to this rule, which the dry run successfully shows: https://gitlab.com/gitlab-com/gl-infra/triage-ops/-/jobs/6607412673#L162

I removed the team label from production-engineering#24928 and ran the dry-run, it showed up as an issue that would receive the comment: https://gitlab.com/gitlab-com/gl-infra/triage-ops/-/jobs/6607421949#L160-172.
