Gather usage information on existing stage (group) dashboards

Currently, each group has at least three dashboards.

1. The stage-level product dashboard: https://dashboards.gitlab.net/d/product-fulfillment/product-error-budgets-fulfillment?orgId=1
2. The group dashboard: https://dashboards.gitlab.net/d/stage-groups-fulfillment_admin_tooling/stage-groups-fulfillment-admin-tooling-group-dashboard?orgId=1
3. The group error budget detail dashboard: https://dashboards.gitlab.net/d/stage-groups-fulfillment_platform/stage-groups-fulfillment-platform-group-dashboard?orgId=1

This can be a bit confusing for us and for our counterparts, especially when some things work and others don't: gitlab-org/customers-gitlab-com#5327 (comment 1207682118)

If all of these dashboards are in active use, that's great, but we should probably gather a round of feedback to find out what is used and what isn't so we can improve these further.
