Upgrade instance type of redis-cache instances in gprd
The redis-cache instances are currently running at approximately 90% - 100% of memory used during peak hours. To make sure we don't end up in the same situation again, we want to add back the saturation point we had previously disabled. To be able to do that, we need to be at < 70% of maxmemory used. We're currently peaking at ~99% with the default ttl at 12 hours. It's likely that even with TTL at 8 hours well have more work to do to get below 70%.
As one part of addressing that issue, we will vertically scale the machine from a c2-standard-30 (120 gb ram) to a c2-standard-60 (240 gb ram) and double the maxmemory from 60g to 120g.
