chore: disable allow_failure on record deployment track jobs

What

This is a follow-up of !446 (merged) to remove the temporary allow_failure settings we set to true in the record ring deployment track jobs.

After days of observation and tracking jobs remaining stable (no new failures since January 14, 2026), we can set that config to false.
