fix: Update golang version

What

• This updates golang and one of our dependency to a later version
• This is a precursor to updating the client-go package
• Otherwise the diff becomes too large
• This update keeps our golangci-linter and golang versions the same

Why

This should fix unrelated errors when trying to work on the client-go upgrade: !405
