12. Scale up concurrency following GCP approval of quota increase requests

In the initial quota increase issue, we intended to secure 19200 N2D CPUs per project for XL linux runners, allowing for 1200 concurrent ephemeral machines with 16 N2D CPUs each.

We were granted 6000 N2Ds for each project, allowing for 375 concurrent machines in each of the five projects.

This issue is for revisiting the intended capacity of 1200 concurrent ephemeral machines in each project, or 19200 N2Ds each:

  • gitlab-r-saas-l-xl-amd64-1
  • gitlab-r-saas-l-xl-amd64-2
  • gitlab-r-saas-l-xl-amd64-3
  • gitlab-r-saas-l-xl-amd64-4
  • gitlab-r-saas-l-xl-amd64-5

Following approval of full quota increases for N2D CPUs, scale up concurrency of the saas-linux-xlarge-amd64 shard to 1200. If we receive a partial amount, increase as appropriate.
