[2XL Linux] Request quota increases

For each project we create in the create GCP projects issue, we will need to request quota increases to accommodate our intended usage.

Discussion will be needed to determine our intended load and what quotas we will need. Likely affected quotas will be:

  • Read requests per minute - 4500 (from the default 1500)
  • Heavy-weight read requests per minute - 2250 (from the default 750)
  • N2D CPUs - 6000 (from the default 500)

      • Change Read requests per minute from 1,500 to 4500
      • Change Heavy-weight read requests per minute from 750 to 2250
