Ensure Windows Runners have the same CI labels as other projects

We recently added the label gl_resource_type = ci_ephemeral to other CI runners, but didn't add them to Windows. This is important for cost tracking, however it is also required for the CI cleanup script as mentioned with the fix for https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/12493#note_505593862.
