Readiness review: Experimental Launch of the external License Database - Secure:Composition Analysis

This MR introduces the Production Readiness document for the license-db projects and their counterpart on the Rails backend (sync of data). This group of projects basically includes the following features:

  • License Scanning
  • Advisory Ingestion

The document includes a checklist that is coming from the Production Readiness Template. We don't have to answer all questions but do our best.
