Add guidance and approvals for controlled documents

There are Controlled Documents in this repo that must be reviewed by a codeowner to be compliant with the Controlled Documents proccesses.

This MR adds guidance to the README about controlled documents and adds a CODEOWNERS with Reliability & Infrastructure leadership only for library/disaster-recovery/index.md because this is the only controlled document.
