Packer-based rebuild process for gitaly
This is a light-weight readiness review for the packer-based rebuild process.
Given the automation, testing, and vetting this project has received, we feel confident performing this review with a smaller scope of reviewers, and using it primarily as a process for documenting the risks and how we are addressing them.
