Moves corrective actions above the incident review fold

This moves the section that lists corrective actions above the review fold. Proposing this because I see many issues that are not going through incident review (S3/S4) that also mention corrective actions. Also, corrective actions should start appearing on incidents much earlier than the review period so I think the section should be more prominent.
