Enable `ci_canceling_status` for self-managed

Enable the feature from the epic gitlab-org&10158 (closed)

Default enables ci_canceling_status to release this to self-managed. We want to release it this way so that self-managed users can still opt-out if they are not prepared for the breaking change.
