Adds new temporary labels for storage creation

John Jarvis requested to merge jarv/update-new-storage-template into master

Like we did for storage draining, this adds labels and epic assignment since the next several storage creations will be associated with the Disaster Recovery WG.

Once we have finished the production transition, we can remove them.
