Adds note about extra approvals through the end of the month

We are changing the approvals for the rest of the month in gitlab-com/www-gitlab-com!126978 (merged) . This adds a temporary note to the change issue so it is clear that these approvals are necessary. I believe this is necessary since people are not in the custom of re-checking the handbook on every change request.
