Move lock command to bottom of template

What

The lock command at the top of the template used to lock incident issues by default. We recently found out this stopped working in September of 2022. When investigating the problem, I was able to lock an issue by adding the /lock command to the bottom of a description, so I'm trying the same in the incident template on the off chance that this fixes the problem.
