add ~ to labels in templates

This is kind of a silly change, but I want the severity labels to be linked where possible so this adds the ~ before the change severity levels in the templates.

Additionally, this changes the term "Change Severity" to "Change Criticality" to be consistent with our naming in our change management docs.
