Adapt CR issue template to C1/C2 Change management process

Why

We changed the Change Management process for C1 and C2 criticalities to have explicit label approval for the EOC and Infrastructure Manager.

What

This MR reflects the changes to the Change Management handbook into the CR issue, so they are aligned and all the approvals needed are explicitly listed on the Change Technician checklist.
