Adds a check-list related to new blocking labels

  • With new blocking labels as part of our procedure, let's ensure our template is updated with the language associated with them
  • We do not apply the labels automatically here as woodhouse will perform that action for us
  • Instead we notify the creator of the change issue to ensure they evaluate if these labels shall be applied or not
