Remove "Summary of infrastructure changes" from change management template
I've never seen this section used, and I'm not sure what value it's adding.
Let's remove noise from the (IMO already quite massive) change request template.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
