Improve OS upgrade template after gstg attempt

Incorporate the lessons from #6189 (closed) and some other enhancements, for future attempts

Also adds more detailed validation steps, addressing https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/15034
