Un-comment incident summary
requested to merge dawsmith-dawsmith/incident-template-updates-patch-21730 into dawsmith/incident-template-updates
With the learning from #6171 (closed), we are updating our templates to un-comment the Incident Summary section of the description so that it is easy to find. This may mean that some S3/S4 incidents either now have to have this filled in or skipped.
