Setup subdirectories for os-upgrade scripts

As noted in infrastructure#10032, we need to develop both the overall process for handling OS upgrades on a regular basis, as well as the corresponding tooling and automation. This change will begin to lay the foundation for that work, and provide a space in the gitlab-com/gl-infra/production project for those resources.
