2024-01-22: System notes authored by a deleted user/bot prevent any Work Item discussions from being loaded

System notes by a deleted user prevent work items to be loaded properly.

  1. We are investigating the issue at the moment and are looking into a potential fix 👉 #17436 (comment 1735630399)
  2. We've identified the root cause: #17436 (comment 1735660089)
  3. We've identified the cause as an issue reported a few days prior. There is an open MR that addresses the problem: #17436 (comment 1735678464)
  4. The fix ( gitlab-org/gitlab!142206 (merged)) has been merged and is waiting deployment.
  5. The fix in on production-canary and confirmed to solve the issue. We will now wait for deployment to production for final resolution.
