2023-09-20: Deployments failing due to deployer pipeline error

Current Status

A bug in our inventory generation script caused pipeline failures due to an instance introduced in our prod account that did not have any labels.

The bug is the root cause and will be fixed in https://gitlab.com/gitlab-com/gl-infra/reliability/-/issues/24465 . We also should understand how the instance was introduced in production without it going through Terraform which will be a separate investigation.
