Fix the deploy-tooling inventory for the case where a machine is present without labels.

We saw this before, and I thought it was fixed but it looks like there is still breakage on the version of deploy-tooling that deployer is using. It was fixed in https://github.com/ansible-collections/google.cloud/pull/589 and although there is no official release yet we should make sure we are using the official repo now instead of the fork.
