Summary

version.gitlab.com is currently listed as owned by the Production Engineering Ops team, although the Ops team does not regularly interact with or maintain this component. Per the discussion in #26077 (closed), this issue is to evaluate migrating this component to Runway so that it can be managed and operated in a more standard way.
